It is a fairly typical Portuguese municipal flag, with the coat of arms centred on a field gyronny of white and purple.
Within source above a municipal flag of Valença is depicted. The flag is gyronny of purple and white and the mural crown has five visible towers.The inscription of the scroll is "MUNICIPIO DE VALENÇA".. It is however strange that the location doesn't fit the criteria of being a city, because there are clearly less than 8000 inhabitants.

The arms are Gules, on a three-arch bridge Argent masoned Sable issuant from a base wavy Azure and Argent a castle Argent masoned Sable with port and windows Gules charged in its main tower with an inescutcheon Azure five plates Argent between two bunches of grapes Purpure leaved Or, in chief
dexter a crescent Argent and in chief sinister a sun Or. Mural crown Argent with five visible towers (city rank) and white scroll reading in black upper case letters "VALENÇA".

Valença (a.k.a. Valença do Minho) municipality had 14 187 inhabitants in 2001 and consists of 11 communes covering 117,43 km². It is part of Viana do Castelo District, traditional province Minho, 1999 ref. adm. region Entre Douro e Minho, C.C.R. / NUTS II Norte, and NUTS III Minho-Lima.
