Blue flag with the coat of arms (i.e. emblem from the

the coat of arms, in use since early 1990.

According to official website of the paraguayan
presidency, the coat of arms shows a yellow star on blue
disc; the 3 blue-white-red thin circles
should reportedly be replaced by a thick red circle.

Album’s 1995 recapitulative issue
[pie95] shows this flag without the name
of the state inscribed in the red ring. This is I guess an error rather
than the variation used in early 1990’s.

The previous presidential flag (before 1990) included the
central emblem that was not exactly the same as the obverse emblem
in the matching national flag.

Smith’s 1975 [smi75b] and
subsequent books (1980,
1982 that I know of) shows a presidential
flag of the time. (Ratio is given as ≅1:2 and indication that it is
a reconstruction based on written sources only.) The flag is blue with a
variation of the coat of arms — as on obverse on the national flag
minus name of the state, and with four yellow five-pointed stars in
corners.

To my understanding the design of the emblem was rather freely
interpreted in these years, so both versions could have been equally
used.

Actually, the original page of [neu39]
shows the emblem with the blue and golden background within the wreath.

The subsequent correction page 137 (issued in second part of
[neu92]) shows only the star within the
wreath — no background and no “shadow-lines” below the
star. This being the only difference I noticed, and apparently only reason
for the update of this page. If Neubecker considered the change important
enough to issue the correction sheet, he must have had good reasons for
it.

The Paraguayan Presidential Sash is the tricolor blue/white/red with
the Coat of Arms in white/yellow outline.
