I did read something of the sort and I seem to remember the photo of the famous artist with the flag. I think that it featured a white dove, but I would not know any other details for certain at this point.

Googling "Picasso dove" I came across two different depictions, probably of two different drawings made by Picasso:
Slim dove flying ahead: link and link
Chubby dove flying up: link, link, and link

While the "slim" Picasso dove seems to be the one used in the East German dove peace flag, the "chubby" one is also used on peace flags. At this link, a number of peace flags are shown, including a white flag with the "chubby" Picasso dove on it.

Unidentified dove flags

Yet another peace flag with dove was uploaded to our files area on 15 March 2005, and, well, I could not find any more info in my records. The photo shows a lovely hand-painted flag showing a white dove against a blue sky, with the fly of the flag artistically cut along the wing and tail outline. Who remembers this one?

Have a look at Google images, search term "Friedenstaube" (German for "peace dove"). The following variant was often seen in the GDR (photo is clickable).

A very large-sized variant, seen on a photo of a large GDR peace gathering, (used in a theatre or congress hall, among other flags) was white with the design rendered in dark blue.

Curiously, there's a second East German blue flag with a peace dove on it. It was uploaded to the FOTW-fa and I couldn't find the messages about it.

It is a light blue flag, on its center with a white dove carrying an olive branch in its feet and surrounding it the word "peace" writting in four languages with golden white-fimbriated handwriting letters, reading "Mir" (Czech, Polish?) vertically turned inside (bottom to top) along the hoist, "Paix" (French) vertically turned inside (top to bottom) along the fly, "Frieden" (German) along the top, and "Peace" (English) along the bottom.
