Description of the coat of arms: In the green field above the azure extremity, finely bordered with silver and burdened with two reversed gold fish, is the golden head of a red deer (red deer), depicted directly,
with black eyes and accompanied from each side by one overturned golden pine cone, and above because of the antlers of the deer and between them there is a three-headed peaked azure mountain, the peaks of which are
snow-covered with silver, and the middle peak is higher than the others. The composition of the coat of arms symbolizes the historical, natural, geographical and economic features of the Turochak region.
The Altai maral depicted in the coat of arms is one of the largest subspecies of red deer. This is a strong and freedom-loving animal that prefers mountain forest-steppes, and its antlers have healing properties. Maral is one of the most revered animals by Altaians. According to legend, it was maral who was sent by the creator-father of Altai Ulgen to help people to fight the evil spirit of Debelgen. A deer swept over the ground in a whirlwind, tearing evil spirits into horns, driving it deep into burrows with hooves. Under its trails, meadows came to life, water was purified, trees and flowers blossomed.
The emblem allegorically shows a stylized azure silhouette in the shape of mountain peaks, which reflects the dominant mountain landscape of the area, as well as the region's belonging to the Altai Republic. The azure color of the peaks is a symbol of the pristine purity of the Altai Mountains. The azure end with two fish symbolizes the Teletskoye Lake located in the region - one of the most picturesque deep-sea lakes in Russia, attracting many tourists from all over Siberia and from beyond its borders. The Biya River, the largest river in the region, also flows from the lake.
The territory adjacent to Lake Teletskoye is part of the Altai Reserve, and along the banks of seventy rivers feeding the lake and the Biya River, there are coniferous and deciduous forests rich in pine nuts, fur-bearing animals, wild berries and mushrooms. Forests and natural resources of the territory in the coat of arms symbolize the green color of the field and two cedar cones.
The colors used in the coat of arms in heraldry denote:
- Yellow color (gold) symbolizes wealth, justice, stability, respect, generosity.
- White color (silver) - a symbol of perfection, nobility and faith.
- Blue, blue (azure) symbolizes exalted aspirations, sincerity and virtue; it is also the color of water bodies (rivers) and clear skies.
- Green color (green) - a symbol of spring, joy, hope, life, health, as well as a symbol of nature. Adopted on 26.12.2019.

Previously Turochakskiy Rayon had only an emblem, as far as I know. The coat of arms shows Mount Salop, and the lower part with fish symbolizes Lake Teletskoye.

The upper part of the flag consists of a narrow strip of green above which there is a wide blue strip with an upper wavy edge having four pointed protrusions. Thus, the flag presents seven stripes successively from top to bottom in white, blue, green, white, green, blue and white. Each color is separated from the adjacent one by a thin black line. The emblem of the Artybash rural settlement is located in the upper left corner of the flag: the emblem has the shape of a circle - a perfect geometric figure with a frame. On the inner circle of blue color, black shows the left and right banks of the lake with the indicated houses Artybash and Iogach villages. Mountains and a spiral curl in the sky are highlighted in white. A small circle and a wave-like path of yellow color represent the sun. In the foreground is a stylized image of a boat. On the outer yellow circle there are images of deer, sable, Teletsk whitefish and cedar cones. Mountains are highlighted in white - a sign of the geographical area of ​​the settlement, a spiral curl in the sky indicates a local natural phenomenon - a change in the winds of the upper and lower winds. A small circle and a yellow path mean the faith of the inhabitants of the settlement in the bright future of their homeland and their willingness to make every effort to achieve it. The boat in the foreground is a symbol of forward movement and at the same time indicates one of the occupations of the villagers. The outer yellow circle, which is a sunny aura, demonstrates the natural wealth of our region and the main occupations of the inhabitants of the settlement: pine nut, Teletsk whitefish - endemic of Lake Teletskoye, sable - fur wealth of the taiga, maral - a symbol of prosperity and good fortune, which is a totem - a sacred animal of Altai a kind of teles, by whose name the lake got its name. The coat of arms is crowned with the words “Artybash rural settlement”, which are supported by a stylized image of water and clouds in the form of an ornament, indicating the peculiarities of the local climate. The emblem is made in traditional colors. White is the color of joy, purity and spirituality. Blue is the color of water and life. Yellow is the color of the sun and happiness. Black is the color of earthly affairs and aspirations. Adopted on 12.09.2012.

I just discovered that this municipality has its own symbols. Unfortunately, I
couldn't find a colored version of the coat of arms, so here is black and white
version. The flag is white with the coat of arms in the center.
