The Flag of the Federal Postal Service was adopted with the
Presidential Decree No 240 on 17 of March 1997. The flag is
white with the national flag of Russia in canton. There is the
Emblem of the Service (which adopted with same Decree) in the
fly. The Emblem consists of a golden
double-headed crowned eagle with two golden postal-horns
in his claws and with silver
lightning. The proportions of the flag — 3:2. The height of
the emblem is equal to 3/5 of flag-width. The width of the
emblem — 1/3 of the flag-length. The distance from the emblem
to fly and lower selvages — 1/20 of the flag-length.

The Russian tricolor is a quarter of the flag. I saw real
flag with the whole yellow emblem. But officially the
lightning (in official text - "arrows"; we must understand it
like "arrows of lightning") must be white (silver).
Whole yellow emblem is a mistake of flag-makers.

Here in Russia I never saw this postal ensign, nor even
the symbol (horn) on it. Since it is an ensign, tough, it
may be used only afloat, although I guess that nowadays most
mail service is done by road or plane. This is is probably an
accurate design, but referring to the pre-1917 Russian postal
ensign.
