A programme called 'Our World' on the BBC's 'News 24' television channel
recently reported on the argument between an examining judge in France and
the President of Rwanda, Paul Kagame. (The judge believes that President Kagame
should be indicted for war crimes arising out of the Rwandan civil
war and genocide). The reporter interviewed President Kagame, who appeared with
two flags behind him - the national flag and another which had a device
on a white field. Subsequent close-ups showed that the device is the Rwandan
Coat of Arms. In the context, it seems reasonable to
assume that this is a presidential standard.

From several of these photographs I get the impression that the arms on the
standard is actually tilted 90°, so that the arms are more or less upright, when
the flag folds hang down indoors. So I made the corresponding image (shown
above). Most probably in other contexts (car flag?) the arms
would be upright.
