The municipality of Hrpelje - Kozina (4,366 inhabitants in 2016, 19,500 ha), formed in 1995 by separation from Sežana, is located east of Trieste (Italy) on the Slovenian side of the border. As such, it is an important crossroads (routes Ljubljana-Koper and Trieste-Rijeka [Croatia]), both for road and railway. The two villages of Hrpelje (832 inh.) and Kozina (599 inh.) are separated by the railway tracks.

Municipal flag of Hrpelje - Kozina

The flag and arms of Hrpelje - Kozina are prescribed by Decision Odlok o grbu in zastavi Občine Hrpelje - Kozina, adopted on 14 March 2002, and published in the official Slovene gazette Uradni list Republike Slovenije, 30/2002.

The symbols were designed by Valt Jurečič of Heraldika d.o.o. and Heraldica Slovenica, who kindly provided drawings from which the images shown on this page were made.

The flag is rectangular, in proportions 2:5. It is a banner of the municipal arms, green with a white saltire and a wheel in the middle.

The coat of arms can be blazoned as "Vert over a saltire argent a railway wheel sable".
The symbolism of the emblems is described in the aforementioned Decision as standing for the prosperity of the areas of the municipality and the crossings of the important transport roads. The wheel stands for the roads, St. Andrew's cross for the geographic position of the municipality between three important northern Adriatic ports and railway and roads connecting them. White stands for the karst region (Mali Kras), while green stands for nature and mounts Brkini and Čičarija.

Stanič & Jakopič [j2s05] present the former symbols of the municipality adopted used the first half of the XXth century. Namely, the region then being part of the municipality named Ocizla-Klanec (in Italian, Ocisla-Clanzo), was transferred to Italy after the First Wolrd War. The masoned bridge with three arches of Klanec was shown in the seal and kept when the municipality of Hrpelje - Kozina (in Italian, Erpelle-Cosina) was made in 1923. Soon this was shown on a shield supported by fasces. This may be reason why the modern municipality did not want to use the compromised symbols and chose entirely new ones.
