According to the provincial website, the flag of Sukho Thai province is
horizontally divided red/yellow/green (1:2:1), with the provincial seal in
black lines on the upper hoist. Red stands for the extension of the territory
of Sukhothai kingdom by King Ram Khamhaeng ; yellow stands for Buddhism ; and
green stands for agriculture. On the staff, there are a red ribbon, a
yellow ribbon and a green ribbon. See

Red means the territory of the province that was extended by King Ramkhamhaeng.
The yellow represents Buddhism; in the Sukhothai era has revived Buddhism and invited the bishops of the ecclesiastical affairs staff to improve in order to follow the Buddhist commandments. Green stands for agriculture, which is the main occupation of the Thai Sukhothai era. (Source)

There is not a clear idea of what the provincial flag looks like by way of the coloring and placement of the provincial seal. The provincial website shows the seal closer to the hoist and filled in white in various places. In a 2001 book from the Fine Arts Department shows the seal larger, transparent and touching the green bar and stopping about halfway up the red bar.
