The Go Association of Thailand was founded in 1993 and took
its present name in 2003. This association is related to the board
game "Go"; the concept, rules, and history can be best explained at
Wikipedia.It is a member of
the International Go Federation, however, I am not certain if the year listed here and on Wikipedia
(1983) is correct. It was founded by Korsak Chairasmisak, Vice
Chairman, CP All Public Co. Ltd. (the current sole rights holder for the
7-Eleven convenience store in Thailand) and is currently on the board of the IGF. (Source)

For the association flag, it combines several elements. The central
emblem is a Ying and Yang, to symbolize the fight between the light
and the dark, as evidenced by the black and white stones used in the
game. In the stone, the letters "G" and "O" can be seen; the "G" is
white on the black half and "O" is black on the white half. The name
of the association surrounds the stone; Thai is on top and English is
on the bottom. On top of this, is the Thai national flag. The flag can
be seen here along with the CP All Public Co. Ltd (far left) and the Sports
Authority of Thailand (Note: this association is also supported by the SAT).

There was also a tournament held in Thailand (Asian University Go Tournament 2018 (U-Go XXI) at Dhurakij Pundit University) that used the association
flag, along with one specially made where it is the tournament logo on
white. Both flags can be seen at the GOT Facebook page. [Ed. note: The flag first appeared in 2010.]
