In 2021, the Ministry of Labour, Social Services and Family divided into two
new (old) ministries: Ministry of Family and Social
Services and Ministry of Labour and Social Security.
The new ministries have their own flags, and I also found three more
versions of the flags of the old (unified) ministry.

Former ministries
The Ministry of Labour, Social Services and Family was formed in 2018 as the merger of the former Ministry of Family and Social Policy and Ministry of Labour and Social Security.

SGK (website) was established in 2006 by Law No. 5,502, as the merger of three former institutions (Social Insurances Institution - est. 1964, Retirement Fund - est. 1949, and Social Insurance Institution for Tradesmen and Craftsmen and Other Self-Employed People - est. 1971). Law No. 5,510, enacted in 1986 and fully enforced on 1 October 2008, created equal, accessible and qualified health services for whole population.
The duties of SGK are prescribed in Article 3 of Law 5.502, as follows.
- To implement the social security policies by taking into consideration
the national development strategies and policies as well as annual
implementation programs and to undertake endeavors for the improvement
of these policies.
- To inform natural and legal persons for whom it serves with regard to
their rights and obligations and to facilitate the exercise of these
rights and fulfillment of these obligations.
- To follow up international developments, to collaborate with the
European Union and International organizations, to undertake the
necessary studies with regard to social security agreements to be
concluded with foreign countries, to implement international agreements
that are duly executed.

İŞKUR (website) originates in the Institution for Providing Jobs and Employees (İş ve İşçi Bulma Kurumu - İİBK), established by Law No. 4,837 adopted on 21 January 1946 by the Grand National Assembly of Turkey. Operational on 15 March 1946, the institution aimed at finding jobs and employees, that is, “for employees finding jobs suitable to their qualities and for employers finding employees having suitable qualities for the job."
İİBK was abolished by Statutory Decree No. 617 issued on 4 October 2000,
which established İŞKUR. On 31 October 2010, the Constitutional Court abrogated the Decree, leaving İŞKUR operating without any legal basis.
İŞKUR was eventually established by Law No. 4,904, adopted on 25 June
2003 by the Grand National Assembly of Turkey and published on 5 July
2003 in the Turkish official gazette, No. 25,159.
İŞKUR uses three different flags featuring the agency's emblem:
