The flag is the flag of the FORMER Starokievs'kiy rayon in the
City of Kiev. I have a list of the rayons of the Kievs'ka region
before reorganization of 2001 and Starokievs'kiy rayon appears as
part of it. After reorganization, the City of Kiev became
inedependent city - not part of the region and were formed 10
rayons instead former 14. Starokievs'kiy rayon ceased to exist
and became part of Shevchenkivs'kiy rayon.
