An article exists on the symbols of Russian occupied Kharkiv Oblast, at

I do
not speak Russian, but with the help of Google Translate, the first 4 paragraphs
read:
"The press service of the Interim Civil Administration (ICA) of the
region stated that the state symbols were approved in the region, the emblem was
a golden double-headed eagle with an orb, which symbolizes the belonging of the
territory to Russian lands. It is reported by RIA Novosti.
The
publication notes that Vitaly Ganchev, head of the Kharkiv Regional State
Administration, approved the state regional symbols of the region.
The
provisional administration of the region noted that the orb in the left claw of
the eagle is a symbol of the historical roots of the region, as 'an integral
part of the Russian lands.'
The press service stressed that the flag of
the Kharkiv region has three colors: raspberry, blue and red. The tricolor

In February, Russia took Kharkiv Oblast and set up the so-called "Kharkiv
Military-Civilian Administration." This occupation administration was unique due
to the fact that it had its own flag and coat of arms. The flag is made in the
style of the eastern pro-Russian republics in Ukraine, such as the DPR and LPR.
The flag commonly seen (https://preview.redd.it)
(in this photo of the flag being thrown off a building) is a triband of
Purple-Blue-Orange or Purple-Blue-Red (depends from what I've seen.) which
sometimes contain the coat of arms.

the flag is described as: "The flag of the Kharkiv region consists of three
colors: crimson, blue and red. The colors symbolize the historical connection of
the Kharkiv region with the traditions of the Cossacks of the Slobozhansky
region and the Russian Federation."

In the recent counterofensive of Ukrainian armed forces, the Oblast and the
city have been reoccupied by Ukrainian forces. It was occupied by Russia from
the period 24 February – 3 October 2022 [date adjusted ex post].

The
so-called proposed new symbols under Russian occupation is part of a much
broader concept of having autonomic referendums in all of the Oblasts that
are/were under Russian control, but since Ukraine has started a major
counteroffensive, all proposed referendums have been indefinitely postponed.

It seems that the Russia has made flags for the newly "annexed" regions of Ukraine. From TV and the signing ceremony in Moscow on September 30, 2022 we can see that there are new flags for the Russian oblasts of Kherson and Zaporozhye.

The flag of Kherson is like the Ukrainian Kherson Oblast
flag but with the 19th century coat of arms. More precisely, the arms are
the 1803-1878 arms of Kherson Governorate:

The Russia Zaporozhye oblast flag seal is centered
on a horizontally divided green/red flag.
What was interesting about this flag was that it looks very much like the flag
of the city of Zaporizhzhia, which is outside the Russian controlled area. The
Wikipedia page shows the current city flag:
