Minister of the navy. This flag is very similar in Montells, but anchor (and trident) is black.

This flag wrongly appears at http://www.uarmy.com.ua/ALMANAH/ALMANAH03/article12/art12.html as "Navy Ensign of Ukraine, adopted 18, July, 1918". The flag which is wrongly described there as "Flag of Navy Minister, 1918". is really the Naval ensign of July 1917 .

Commander in chief of the flee (Lcuien Philippe say "seulement en temps de guerre" this is only in war times). Montells give a slighty different design and captione it as "command of the fleet" (suppossly in peace times or perhaps Philippe should refer to the war fleet and Montells to the fleet?). Flag at war has St George with dragon and flag at peace has St Michel.

This flag with some changes appears at http://www.uarmy.com.ua/ALMANAH/ALMANAH03/article12/art12.html as Flag of Commander-in-Chief of the Navy. Flag of Commander-in-Chief of the Navy with Kiev CoA in the centre is doubtful. I know only about flag with two crossed anchors in 3rd quarter. But may be variant with Kiev arms existed too...

Commander of Naval Aviation (?)

I have recently received a copy of Franciae Vexilla, no. 32/78 Décembre 2003. In the article "Les Drapeaux Historiques d'Ukraine (2ème partie)" a flag for the Chief of the Air Force of the Navy is mentioned. It is similar to the flag of the Air Force (which is in turn modelled on the RAF ensign. See Ukraine - Historical Air Force Flags (1918) ), except that the blue- yellow-white roundel is charged with a red anchor. It is reported as adopted in the summer of 1918. However, to my knowledge, there is no evidence of an Air Force of the Navy and the usage of such a roundel. Does somebody have better information and reliable sources to address to?

The origin of this flag, reported firstly by Lucien Philippe, are some Ukrainian vexillologist. Philippe send me the images from his personal files. If I'm not wrong, it was based in the regulations of that era, but I don't know if there was a drawing accompaning the text.
