Description of the flag

My home town of Beebe (30 miles north-east of Little Rock) has a flag consisting of a horizontal bicolor (Red over white). There is a round seal in the center of the flag, which is the seal of the City of Beebe. This flag flies above the city hall, and also at a war memorial (where I first saw it).
