Village of Libertyville is a northern suburb of Chicago in Lake County, Illinois, United States. It is located 5 miles from Lake Michigan, and is west of the Des Plaines River. The population was 20,742 at the 2000 census, and estimated to be 21,760 as of 2005. (There is also a township of the same name, which includes the village and some surrounding areas.) Located in northeastern Illinois to the southwest of Waukegan and the northwest of Lake Forest, its immediate neighbors are Mundelein to the west and Vernon Hills to the south.

The Northern Illinois Police K-9 Memorial is both a monument and the organization that cares for the monument. Located in the town of
Libertyville in Lake County, Illinois, the monument was founded in January 2011 to memorialize all police canines (often abbreviated as "K-9") lost in the line of duty in northern Illinois. Most, if not all, states have laws that recognize police dogs as duly sworn and deputized law enforcement officers, and this memorial is one of several established across the country to remember them.

The flag of the Northern Illinois Police K-9 Memorial can be seen online in photographs on the memorial's website as well as here. The flag is based on the Thin Blue Line police memorial flag, a black-blue-black triband. Centered on the flag is the logo of the Memorial – a white five-pointed star bearing a blue ring inscribed with the name of the Memorial in white letters, and within the ring a picture of a police dog on a white background. Arched above and below the star in white capital letters are the two halves of the Memorial's motto: "REMEMBER THEIR LIVES" and "HONOR THEIR SACRIFICE."
