Delco in fact was a nickname for the Delaware County in Pennsylvania. FOTW
already has the county's official flag, but I didn't know that there was a logo
flag for the county.

It is vertical tricolor of blue, white, and red (all Old Glory shades, darkest blue and dark red) with a logo on the white area. This logo is made of blue, black, and red areas (same shades), reading "Delaware County" above, set in Palatino Lynotype (or very similar) and under it the word "Bicentennial" in a flowing callygraphic style, between two blue five-pointed stars, one point of each connecting to both ends of the scriptal line. The central element of the logo is the likeness of ((who is he? Penn, de la Warr, somebody else?)) in black, wearing iconic wig and hat, on a waving background of red and white stripes. Under this the slogan "Where Pennsylvania begun", in the same handwriting font, with a large blue five-pointed star for the dot of the "i", and the dates 1789-1989 at the lower right bottom, in black italic Palatino Lynotype figures.
Speculative specs are 3:5 ratio and unequal stripes 2+3+2 — overall 21:(10+15+10).
