Description of the flag

The flag is a dark blue field with a yellow border. In the center is a white keystone with a yellow outline, with a colored variant of the borough seal.

As seen in this article by The Evening Sun, it says that Hanover's flag was designed by Miss Emily W. Ehrhart. The only possible differences from the version used today by the council is that here in this article, a "gold seal of the borough" is described. Plus the drawing on the newspaper is square, although this might just be an artist's interpretation.

It does not say anywhere why these colors were chosen, but I would assume that it is because blue and gold are considered as the colors of Pennsylvania. White is probably just a background for the seal, providing contrast. The keystone of course, is a symbol of the state.

The flag seems to have been adopted on the evening of August 16, 1915 by the borough council. This occurred for the borough's incorporation centennial year, being created at the request of the centennial committee to its chairman's daughter.

Seal

The seal is made of a blue thick ring with the seal's name inscribed on it, with the stat initials at the bottom. In the center of the seal is the lady of Justice, with the phrase "Fiat Justitia" which is Latin for "Let justice be done".
