The flag is diagonally divided blue over red on a descending diagonal, a blue-line white oval seal in the center, and five white stars around it.

Pendleton is a town in Anderson County, South Carolina, United States. The population was 2,966 at the 2000 census. It is a sister city of Stornoway in the Outer Hebrides of Scotland." - from Wikipedia: en.wikipedia.org/wiki/Pendleton,_South_Carolina.

"Approval of Design/Purchase of Town Flag:
Frank Crenshaw made a motion to approve the design of the new flag. Bruce Kalley seconded. Unanimous. Bruce Kalley made a motion to purchase 12 flags. Denise Jackson seconded. Unanimous. This money will come from General Fund Fund Balance."
