It's a very dark blue flag with double white and red vertical stripe (~1B + 2R) at the hoist, reminding of the state flag. On the blue panel a solid outline of the map of the country in white (canting?), and white capital sans
serif lettering "White County" on the top, and "Tennessee" on the bottom; on the map, in red sans
serif digits, the date "1806", supposedly the incorporation date.

White and Van Buren are neighbouring counties, sharing a common border: White to the north and Van Buren to the south. Their flags are obviously related - I wonder why?
