Formed in 1932, the Virginia State Police were originally charged only with enforcing highway and motor vehicle laws. Since then, the portfolio of the State Police has increased to include criminal investigations, spearheading missing persons investigations, maintaining the Commonwealth of Virginia's criminal records database and repository, and other duties assigned by the Governor. The Virginia State Police are also the Commonwealth's coordinating authority for local law enforcement D.A.R.E. (Drug Abuse Resistance Education) programs in the public school systems. The agency is officially a division under the Virginia Secretary of Public Safety.

The Virginia Marine Police (VMP) is a law enforcement division with statewide jurisdiction within the Commonwealth. It was established in 1875 as part of the Virginia Marine Resources Commission, and is responsible for "enforcement of
state commercial and recreational fishery regulations as well as federal wildlife laws of the National Marine Fisheries Service and the U.S. Fish & Wildlife Service. According to Colonel Rick Lauderman of the Virginia Marine Police, the VMP has no distinctive departmental or agency flag, not has it had one in the past. "The only flag that is displayed is the Commonwealth of Virginia state flag. This flag is utilized on our larger vessels and is flown only when the vessel is underway." I requested clarifying information regarding the size, role, and function of the VMP's "larger vessels," but have yet to receive a response. The VMP uses no other distinctive flags, colors, or personal/positional flags, according to Colonel Lauderman.
