Martinsville is an independent city in Virginia that doubles as the county seat for surrounding Henry County. With a 2010 census population of 13,821, Martinsville is one of the smallest independent jurisdictions in the Commonwealth of Virginia. It is also home to the half-mile Martinsville Speedway, the oldest and shortest track on the NASCAR
Sprint Cup circuit. The city was named for its founder, Virginia militia Brigadier General Joseph Martin during the American Revolution, who had his home plantation near the current-day city limits. Originally a town in Henry County (named after Martin's longtime friend, Patrick Henry), Martinsville was declared an independent city in 1928.

The flag of the Martinsville Police Department is found on photographs of the Virginia Association of Chiefs of Police awards banquet from September 2011. The MPD flag features the department's shoulder patch centered on a white field, with the field outlined in a dark blue border.
