Yes, Pierce County does has a official flag, which was passed by ordinance upon approval of the County Executive and County Council adopting a New Chapter 1.06 of the Pierce County Code, "Official County Flag.". Ordinance No. 2011-61 became effective Nov. 7, 2011. The link to Ordinance No. 2011-61 includes the language and image of the county flag.
