Description of the flag

A blue flag with an off-centered black rectangle containing a gold zigzag line representing a mountainous horizon, and a gold saguaro cactus toward the hoist and a gold pine tree toward the fly. Centered in the rectangle is a 7-pointed white star with the department badge on it. Below are written in gold the words COURTEOUS VIGILANCE.
