The Gallery was established in March of 1937 with approval from Congress and
President Franklin D. Roosevelt. It was the brainchild of Andrew W. Mellon
(1855–1937), former Secretary of the Treasury and wanted to establish a museum
to display works of art, both American and foreign, in a facility comparable to
other nations. Most of the initial art and building funding was donated by
Secretary Mellon and the main building was completed and accepted by FDR, on
behalf of the American people, on March 17, 1941.

For the flag itself,
it is a gold seal on a dark blue background. This was flying on the back
entrance facing Pennsylvania Ave, facing the Newseum (a museum dedicated to
journalism, news and the impact of the First Amendment of the US Constitution on
our lives) and the Canadian Embassy. The ratio looked like 1x1.9 to me, but
could not get a close look at the flag in full.
