Presentation

According to the website of the Presidency of Uruguay, the Plan de Emergencia Mano con Mano (Hand with Hand Emergency Plan) is a social plan of President Tabaré Vázquez Government since 2005 for helping people with economical problems concerning the areas of feeding, health, home, jobs and education. The project is that this plan will look for fulfillig the needs of poor people in these areas. The official and complete name of this program is Plan de Atención Nacional a la Emergencia Social or PANES (National Attention Plan for the Social Emergency). These activities will be directed by the Ministry of Social Development.

Flag

When meetings of this plan are made a white flag with the logo of the plan is raised. The logo is formed by two hands, one yellow and one blue. The name of the plan and the two hands stand for the idea of "giving a hand". The position of these hands recall the Uruguayan National Flag. The yellow hand recalls the sun, and the four horizontal fingers of the blue hand recall the blue stripes of the National Flag.

The name of the plan mano con mano (hand with hand) and PLAN DE EMERGENCIA (Emergency Plan) appear below in black letters.
