Overview

According to image at <achaguas-apure.gob.ve>, Achaguas use the same flag as Apure State, but without the seven white stars, and the same coat of arms

With respect to Achaguas, it’s probable that it doesn’t have own flag and the website decided to include the image of the Flag of Apure State without stars to fill the space or that this source provided by mistake that image.
