This issue, Cyrillic letter signal flags, has been discussed, but never fully documented. The infamous Navy.RU website (is it really official) includes a table with these flag.
There are a couple of questions to be answered: First one is about national scope: Are/were these used only by the Russian/Soviet Navy, or also by other navies and seamen from Cyrillic-written language communities? If not, which systems were/are used? If so, what about the extra characters needed (at least) for Serbian, lacking in the (Russian) sources mentioned above? Was there any other letter flag system in use in the Russian/Soviet Navy?
The page also mentions the meanings associated with each of these flags,
apart from their literal meaning.
