The coat of arms of Vlasenica is described in Article 6 of the Municipal Statutes Statut Opštine Vlasenica (text), adopted on 17 November 2008 by the Municipal Assembly and published in 2007 in the Municipal official gazette Službeni glasnik Opštine Vlasenica, No. 4, as follows:

The symbol of the Municipality is a coat of arms.
The main elements of the coat of arms are:
In the top part above the church there is a symbol of Birač, the mountain part of Vlasenica.
In the central part is the church of the monastery of Sts. Peter and Paul the Apostles.
At left and right there are two tricolours symbolizing the gentle slopes around Vlasenica.
On them are at the left a leaf (deciduous forest) and at the right a Serbian spruce [Picea omorika, Pančićeva omorika] (coniferous forest) symbolizing the wood richness.
In the central part behind the church is a semi-circle designating wood industry (sawmill blade).
Under the church is the name of the Municipality of Vlasenica (in the Miroslav [Gospel]* Cyrillic [script]).
In the bottom part of the coat of arms is a cross, the symbol of suffering of Vlasenica inhabitants in wars.
The coat of arms is realized in two colours, red and blue, symbolizing the territory of Republika Srpska.

*Miroslavljevo Jevanđelje, a 12th century manuscript considered the most precious and significant document in Serbian cultural heritage; its script is used nowadays as the most ceremonial form of Cyrillic font in Serbia.

The coat of arms is almost identical to the coat of arms of Sokolac, so much as being almost indistinguishable - the minor differences in shapes, inscription and artistic details are way to small to be eligible for differentiation. It seems obvious that it is a product of the same designer.
It is hard to say which one is the oldest: the coat of arms of Sokolac was reportedly adopted in 2001, while the coat of arms for Vlasenica might have been adopted before 2006 and inclusion into the Statutes.
