I created a new image: stray browen pixel removed, symmetrical stripes,
standard RGB values. "Sabana larga" is Spanish for "long grassland" — the
wider green stripe on the flag could be a convoluted pun on that meaning.
The referenced webpage at the official website is now
archived. The
original flag image is not clear about the stripes' proportions, due to
being stylized and shown wavy. It could be 1+2+1, as despicted in our site, or
2+3+2, or any such unequal, symmetrical apportionment. Better images (esp.
photos or actual flags) are necessary.
A linked page offers further details: Authors of the flag are Eduard Leonardo
Piñeros Rodríguez and Edgar Nevardo Piñeros Buitrago; green symbolizes local
flora, yellow is for natural riches, namely oranges, and red stands for history
and good nature of local people.

This page is not definite, but looks like equal-striped or close to that.
This
page shows not the exact same information, but it does say that the stripes
are equal.

Now, in the official website of the Municipality, regarding its
symbols, the flag is described as horizontally divided in three equal
stripes (top being yellow, middle being green and bottom being red).
In that page, a full heraldic description of all the symbols of the
coat of arms is found, by Pedro Francisco Ramírez Infante, and the authors
of the coat of arms are Irma Estela Solano Ramírez and Celinia Romero Cufiño.
The official Law regarding the symbols is Resolución No. 002 of November 30,
1994 (page
1 and
page2), passed by the Concejo Municipal (City Council).
