Translated from municipal web site:
"The flag was adopted by Municipal Decree No. 014 on 5 September 2006. The flag has no prescribed dimensions. It is diagonally divided green over yellow with the municipal emblem in the middle."
The emblem is prescribed by the same Decree as the flag. The emblem is a white disc of unspecified dimension, featuring the main socio- economical elements of the municipality:
- an African oil palm (Elaeis guineensis Jacq.), superimposed on the rising sun (top); the first plantation was set up in 1978 by the Palmar de Oriente company. Palmas Casenare and Palmas Santana set up their own plantations and oil refineries in 1986 and 1988, respectively. African oil palm covers today 11.5% of the municipal territory.
- a cotton boll (left).
- a rice panicle (right); rice cultivation was permitted by the recent opening of modern roads and a threshing mill was set up in the village.
- a bull's head (middle), symbolizing cattle breeding. Extensive cattle-breeding estates were set in Villanueva in the XVIIth century by the Jesuits; today, the estates are of semi-extensive type, with areas ranging from 100 to 2,000 ha.
