In Orléans, yhe former General Council used two flags (photo):
- a blue flag with the emblem of the department, a stylized yellow
fleur-de-lis, recalling the traditional arms of the Duchy of Orléans (Orléanais) surmounting the writing "le Loiret" in white and two
white waves, representing the Loire;
- a yellow flag charged in the center with a square version of the aforementioned flag, and, below, the writing "Conseil Général", in blue.

The coat of arms of Loiret was assigned by Jacques Meurgey de
Tupigny & Robert Louis in Marques symboliques des départements français as "Azure a
fess wavy argent surrounded by three fleurs-de-lis or placed 2 an 1 in
chief a label argent".
The three departments set up from the province of Orléanais are
represented by the provincial arms ("Azure three fleurs-de-lis placed 2
and 1 in chief a label argent"), each with a distinctive charge. Here
the fess wavy represents river Loire, which crosses the department from
east to west.
