HJS (Hrvatski jedriličarski Savez) (website) is the top level organization of sailing in Croatia, and all yacht clubs are members of it.
Article 3 of the HJS Statutes determines the emblem and the flag of the Federation, adopted on 14 December 1997, as follows:
[...] The emblem consists of a blue sail, two red squares slanted by an angle of 20 degrees, surrounded by inscribed Federation's name and abbreviation in blue. The sail is the most prominent symbol of this sport, while the blue colur symbolize the sea. The two red squares are a stylization of the State coat of arms giving the embelm the national character. The angle of the elements and the coloring highlight speed, dynamic and wind. [...]
[...] The flag is a light blue rectangle in proportions 3:5 with the emblem in the middle. [...].

ACI Club (Adriatic Croatia International Club) is actually a chain of marinas along the Croatian coast, and the flag is more often seen on their facilities on ground than on vessels, but it has been recorded in both uses.
The flag is swallow-tailed, vertically divided in white and blue, in the white field in diagonal are set the letters "ACI" in blue, and overall a big italic letter "C" in red.
The origin of the flag is, obviously, the international signal flag for letter "A", though the width of the white stripe is larger here, with the initials of the club added. The club is originating from a small club formed in Dubrovnik in the 1960s, later enlarged and renamed "Adriatic Club Yugoslavia" (ACY). Since around 1990, it has changed its name to "ACI Club" and has added a red "C" on the flag, as well as changed "Y" to "I", of course.
The flag of the club is rather well known; it has been represented on a phone card issued in April 1999) by the Croatian telecom company, HT.
