Dutch name: Waterschap Drentse Aa; seat: Rolde (Drenthe province).
Flag: seven stripes of yellow - red - yellow (etcetera), with a hoist of two vertical stripes blue/red; the blue charged with 12 5-pointed stars, placed 2-1-2 (etc.).
Design after consultation with the polderboard's workers by Kl. Sierksma, adviced by the Stichting Banistiek en Heraldiek.

But you are wrong! That is the flag of the Valencian Republic:
- the three red stripes refer to the three historic territories
- the twelve stars refer to the twelve months of good weather
which shall replace the colonialist Castillian-Catalan flag when Valencia becomes independent:, just look here!

Thank you - that explains it all. However there is an alternative version:
On 5 May 1972 the board of directors (Dagelijks Bestuur) of the "Waterschap Drentse Aa decided to adopt a flag at the instigation of the Stichting Banistiek en Heraldiek after a modified design made by workers in the office.
Description (see above)
Symbolized are (red and yellow) the six main rivers feeding the mighty Drenthse Aa river.
The Aa itself is represented by the blue color, while the red and the 12 stars represent the municipalities (partly) in the area of the of the polderboartd. The colors are derived from the arms granted on 1 Aug 1962.

That image has the horizontal red - yellow stripes reversed, as well as the blue-red hoist; the red vertical stripe is charged with the stars placed 2,1,2,2,2,1,2.

As this was the first design (I think) - perhaps Santiago's hypothesis is incorrect - but one never knows what El Cid
