It is a typical Portuguese communal flag, with the coat of arms centred on a plain white field (village rank).

The arms are Vert issuant from a base wavy of Azure and Argent a pile reversed Argent between a billet Or and a grindwheel Argent and in chief a hoe dipper's blade Argent between a grindwheel Argent and a billet Or. Mural crown Argent with three visible towers (village rank) and white scroll reading in black upper case letters "VILA VERDE".
Meaning:
I am guessing that the white triangle on the arms refers to the local sea salt extraction traditions, the grindwheels and the hoe with trivial meanings; no idea about the billets, though. Note also that the legal text says five barrulets ("_cinco burelas_") while the image shows only four. The sheet of the flag is green, and the name of the commune means "green town"

Vila Verde Commune is one of the 14 communes of Figueira da Foz Municipality (q.v.); it had 2968 inhabitants in 2011 and covers 17,29 km².
