It is a typical Portuguese communal flag, with the coat of arms centred on a blue and white quartered (town rank) background.

The arms are Or on a bend sinister Azure wavy charged with a bendlet sinister wavy Argen tbetween three wheat ears Vert tied Gules and a typical bullman's hat Vert brimmed Gules. Mural crown Argent with four visible towers (town rank) and white scroll reading in black upper case letters."AZINHAGA".
Meaning:
The bend refers to the local river Almonda, the wheat to the local importance of wheat growing and the hat to bull breeding for bullfighting. I forgot to add that "azinhaga" is Portuguese for "hill path" or "wood path" (a loan word from Arabic). This semantics does not show on the arms.
