It is a typical Portuguese communal flag, with the coat of arms centred on a plain blue field (village rank).

The arms are Argent issuant from a mound vert semy of pebbles Or a triangulation pillar Sable and on a base wavy Argent a bar wavy Azure. Mural crown Argent with three visible towers (commune rank) and white scroll reading in black upper case letters "FREGUESIA DE VILA DE REI"
Meaning:
Vila de Rei includes the geographic point usually considered to be the geograpic center of counterminous Portugal (Picoto da Milriça) and the 1st order Portuguese Survey triangulation pillar #1, which is depicted on the arms.
