Last April (1999) was adopted the flag of Amur region
The flag is blue (1/3), white (1/15) and red. The white
stripe is a wavy line. The colours are from Russia, and
the wavy line, as the one in the arms, for Amur River. I
don’t have yet the official specifications, but I believe
that the ratio is 2:3.

there is an article by Mikhail Revnivtsev
about some Russian regional flags [rev01].
About Amur Region it says flag and arms adopted 26 April, 1999; width of the
wavy stripe is 1/15 of the flag hoist, width of the lower blue stripe is 1/3
of the hoist, flag ratio is 2:3.

Article 9
The flag of the oblast is a rectangular bunting with the ratio of breadth to length 2:3. The lower part of the flag (1/3 of its breadth) is dark blue in color and separated from the upper part by a silver wavy stripe, recalling the waves of a river. The stripe occupies 1/15 the breadth of the flag. The upper part of the flag is red in color, symbolizing the rich history of the Amur basin and the laborious and hard-won achievements of the Amur-folk.
