I seem to remember a trangular pennant with two fish and
hammer and sickle as the soviet
fisheries flag. Does this flag is supposed to superseed
that pennant? Or it is used in some other way?

I saw this flag on office building. I do not know anything

At their website, Pinro presents itself as the Polar Research Institute of Marine Fisheries and Oceanography, originally a Soviet scientific state institute.
The flag image in their logo on line may be no more than a flagoid: I suspect that the fluttering arrangement means to match the position of the stars in Perseus constellation, based on the name of the first ship operated by Pinro.
Or maybe it is a real flag: Blue flag with seven white five-point regular stars poiting up, arranged to match approximately the seven larget magnitude stars of Perseus (alpha to eta Persei), with white vertical stripe at the hoist (approx. 1/6th of the flag’s width) with black cyrillic sans-serif capitals stacked vertically to read "Pinro".
